IMPACTING MECHANISM OF CHINA'S OFDI ON FIVE MEKONG RIVER NATIONS IN THEIR INDUSTRIAL STRUCTURE UPGRADING

Under the Belt and Road, China's OFDI has shaped their industrial structure upgrading in Mekong river nations. This paper analyzes its impacting mechanism, establishes national industrial structure upgrading model, and uses direct investment stock and economic indicators of China on five Mekong river nations to analyze its impacts of China's OFDI on Mekong river nations in their industrial structure upgrading via medium effect. China's OFDI pushes their industrial structure upgrading generally, with an annual increasing rate 7.31 units during 2008 to 2018, through technical overflow, productive elements supply and three productivity effects, of which productivity effect contributes the most. Under the background of Lancangjiang-Mekong cooperation, it should be addressed that China's OFDI exerts a positive influence on Mekong river nations. A supportive investment policy will better construct the united Lancangjiang-Mekong coalition.

Lancang-Mekong cooperation is to materialize China's neighbors coalition with a topic of “drinking-one-river, fate-in-tie”, is also a mechanism in establishing Lancang-Mekong nation coalition, with environmental issues being the crucial point. This paper, combined with concept of coalition and based on Hall's 3D structural theory, summarizes three categories of environmental interest coalitions, partner, ally and united modes, establishes an evaluation index system to evaluate Lancang-Mekong environmental interest coalition modes by means of network hierarchy analysis, and select one appropriate mode that six nations along Lancang-Mekong river develop their river economy under others' supervision to prevent impacts on Lancang-Mekong river ecological environment, which can effectively overcome the dilemma of economy and environment of the related nations.

Information transmission goes through the entire process of social risks spreading, which is largely influenced by governmental governance. This paper, in terms of the relation between information transmission and social risks, elaborates the necessity of information management, and establishes a social risk information transmission model based on classic transmission models combined with the major position of government in information management, which is used to study the impact of governmental governance on social risk information transmission rules. Simulation study which is conducted on cases of social risk management of engineering project suggests that governmental governance on information management prolongs its reaching peak and stability of risk information transmission, helpful in mitigating social risk transmission. Administration and positive response can increase the proportion of the susceptible in information transmission system, and decrease the proportion of infected and the potential reaching peak, both mitigating social risk information transmission simultaneously. Positive response is more effective to impact the parameters of information transmission system. The paper presents suggestions on policies from the entire information flowing process of information collection, processing and distribution.

As internet grows fast, network is becoming a vent of environmental interests conflict of major water projects, the public irrational awareness of their environmental impacts is readily to form network rumor so as to enlarge its social risk. This paper uses environmental damage rumor to explore its transmitting mechanism of major water projects in interaction of government-media-public, and quantitatively studies the impacts of rumor during network transmission on risk management via its hyperspatiotemporal, multiple subjectivity and universality, and discusses paths to governmental governance and prevention of social risks. Matlab simulation suggests that measures such as refuting rumor speed, intensity and information openness vary with rumor transmitting group, stages, information causes and importance. This paper presents suggestions accordingly. 

Environmental pollution management investment is capital source of eco-environmental protection, its investment sizes and forms play a large role in ecological efficiency. This paper establishes a SBM model based on ecological efficiency indicators and non-expected ultra-efficiency, estimates their ecological efficiency level in 9 provinces and 2 cities along the Yangtze River economic zone, and uses Tobit model to quantitatively study the impacts of the total investment and all forms of environmental pollution management on ecological efficiency. It concludes that this impact is positively at a normal level. Environmental protection investment completed and accepted within the current year plays outstandingly the largest influence on ecological efficiency.
